    Technically, both have been built on same framework. But, Chromium OS is just for browsing web; which boots up faster and shuts down at the same speed too. Ubuntu is for geeks and professionals. If you had included ‘Windows’ option in your question then I’d say Windows is the BEST and supports real multitasking, because it can crash and boot simultaneously.
